Motion

This motion calls upon the National Council Policy Committee to develop a comprehensive policy in relation to re-municipalisation. Such a policy would identify:
1) Services that could be improved by direct provision
2) Services that would be more economically provided by public enterprise
3) Workers’ employment conditions as a critical criteria to be considered in how public services are provided

Amendments to Motion

Amendment Proposed by Cork North Central: In the recommendations section, after the final point “-Workers’ employment conditions as a critical criteria to be considered in how public services are provided” include the additional following points:

-draw on the experiences of Preston City Council and Cleveland, Ohio in their successes
reversing the trends in their regions

– examine the issues of a co-operative initiative, a fairness charter, the creation of anchor institutions, local currencies and participatory budgeting as key complements to such a strategy and to win broad appeal from various stakeholders in a city’s ecosystem.

– to help this policy development, it is suggested the policy committee make contact with the following think tanks: CLES (Centre for Local Economic Strategies) and NEF (New Economics Foundation) in the UK and FEASTA in Ireland amongst other relevant think tanks to help develop a comprehensive policy that can be used in the event of a general election and the directly elected mayoral elections currently being proposed.
